Considering that in my country it's required to get your cat fixed (there's fines if you don't) unless you have a cattery I always did find this odd. Then again, as opposed to dogs, it's a lot more difficult to check and there are a lot of people who simply don't want to spend the money on it. (fixing a tom costs about 50 euro but a she-cat costs about a 100 euro so it's not nothing). Still, if their cat ever got sick and they went to the vet and weren't fixed they'd have to get them fixed then and risk a fine to boot for not having done it earlier. Well, that's how it is over here so yes it did seem odd to me. Graystripe especially should be fixed because captured cats ALWAYS get fixed here.
Also about Cloudtail being too young, as Twisterheart said there's a technique that allows tom cats as young as 4 months to be fixed and it's done more and more. So he wasn't necessarily too young.

Why are we trying to find an answer? It's one of those questions that the Erins hadn't considered.
It's understandable to have theories, of course, but there's no "right answer" unless the Erins confirm it.

yeah, from a writing standpoint it makes sense that they'd want cats who weren't related to everyone they could potentially have kits with, but you'd think more people would fix their cats
and you'd also think that people would notice the large cat populations and start CNR programs in the area but…apparently not

If you think about it Cloudtail probably didn't let the twolegs that took him get a chance to take him anywhere else.
Also I could understand why some of the cats aren't neutered or Spayed. But also consider that their might be cats who are spayed or neutered that we aren't aware of. Like Purdy, he could have been neutered, Minty could have been spayed, Jacques and Susan could have been spayed and neutered as well.
There is a false belief that a cat that is fixed won't defend a territory or want to hunt but they still want to do all those things the only thing a neutered or spayed cat doesn't want to do is mate. If they reached adulthood before they were fixed they still want to hunt and roam and defend their territory. So they're might be a lot of kittypets who are fixed but we don't know about them because they weren't that important or it was a detail that wasn't important.
