It seems so obvious to me that they set this up in order to give a reason how a Dark Forest cat may be able to get into Starclan for setup of an arc or Super Edition. The river is pretty cool but that seemed really easy to tell.

There's no need to introduce it for that since we have known since OOTS that you can just walk between them. Spottedleaf can just walk right into the Dark Forest there, and then Ashfur in TBC can just dig a tunnel into the Dark Forest. The only time transport between them was blocked off was when Ashfur basically broke the natural order of reality by inverting their natural connection. The river wouldn't change anything without a situation like that.
