It seems that background characters are the ones to have multiple litters, or at least cats who don't have POVs, either. The only exceptions are Clear Sky and Tigerstar, as they had fathered more than one litter. I'm not counting adoptive kits, however. If I was, then I'd obviously add Squirrelflight and Gray Wing.
But as far as we know, main characters have only had one litter of kits, even if they wanted more. While there aren't many pairings compared to those who have had more than one litter, key characters just have one and done. It's odd, don't you think?

I guess because the mate died, i.e. CrookedxWillow, they were breaking the warrior code, i.e. LeafxCrow, BluexOak, and YellowxRagged, or maybe they could have had more off screen, i.e. LeafxBilly, or they wanted to put their Clan before expanding their family, FirexSand. I'm not exactly sure who GrayxSlate is but this is what I think for the rest.

doesn't seem too odd for me.
for fire x sand, crow x leaf and billy x leaf:
in case there's a subsequent series (tends to occurs) then the most likely choice of the new POV's will be the kits of the POV from the previous series.
so you would probably want to have as few kits as possible from that cat to have fewer character arcs to develop and figuring out how they'll contribute to the plot etc.
for gray x slate:
gray wing dies before he could even raise his first litter so here's that (and i think the same was for willowbreeze and her kits?)
