I have been thinking about this. I know many people see him and count him as a villain. While I completely understand it, I don't see him as one.
Is he a bad person? Absolutely Does he make bad decisions? Yes Does he do hurtful things towards others for his own enjoyment? In my opinion, no. I don't think he really enjoyed doing the stuff he did in TFB and MFV. Or just basically anything he did that caused pain to others.
To me, he's not a villain, nor he is a good person, or a hero.
He could be something in between? I have no idea what to call him.

Yes, Clear Sky/Skystar was most definitely a villain. In the first half of DotC, that is. Then he went on his little redemption arc and got replaced by other villains (One Eye and Slash) for the second half but still went on to to then again serve as at least an antagonist during later books such as MoV, somewhat SL and RH. Not all villains enjoy hurting others. That's not a defining trait every villain has or has to have. Some villains do horrible things in the name of some twisted sense of "good" (for the greater good) or simply out of a desperate sense of self-preservation. With Skystar, it's clearly the latter. He was a paranoid mess who wanted to be in control as to not get hurt and be betrayed by others.

I'd say he is, at least for the first three books of DOTC.

Short answer: No. IMO he strikes me as more of an antihero. But that's just me.
Long answer: He's an antagonist in the beginning of DOTC. He's difficult and incredibly flawed (with his main flaw being greed) and that stems from insecurity/stress due to losing those he loves many times over. His actions can't be excused because of his insecurity, because he's done some really bad, inexcusable, things. However, in Clear Sky's mind, his intentions are good. He's looking out for his clanmates first, which is an admirable quality, but he goes about it in the wrong way.Whether or not they're perceived by the other characters or us as readers as good intentions is a different matter. (And I wouldn't expect anyone to agree with his POV 100% of the time. That wouldn't make sense.)
I truly don't think he's a terrible cat. He's just done some terrible things. There are other characters in the series who have done way worse. (Again, not excusing him.) He's one of my favorite characters because of how flawed and complex he is. I love a good flawed character.

He's definetely an antagonist to the main character of the book. There are multiple situations in which he oppsoses characters: 1)Tall Shadow and Gray Wing in the first 3 books of DotC; 2)Thunder in AFD; 3)Moth Flight, Windstar and WC in general in MV; 4)Riverstar and RC in RH; 5) Shadowstar (after siding with TC and Quick Water) in SL.
