Knowing her, she would be too strict to the code and all around an unreliable leader. It would have been interesting story-wise however.

Nope. Though I do know that it's a popular sentiment in the fandom, even to this day. And that Hollyleaf dreamt of becoming leader one day when she was an apprentice in canon. But no.
What I did want for Hollyleaf was for her to get a power. Yes, her not having one made for an interesting character arc as well. That being said, she could've still had an equally good arc with a power, depending on what it could've been. For example, her having the power of persuasion, manipluation through words or even mind control would've not only lead to moral conflict for her but also played into her rivalry with Sol, a villain who influenced others with words too. The excuse of Vicky that "she just couldn't come up with a power for Hollyleaf" doesn't work for me, personally.

Yes. It's even alluded to in Outcast. I think she would've made an excellent leader - her dedication to the warrior code (save for.... uh... Ashfur)... is exactly what a leader needs, something that's very much lacking in all the leaders we have so far.

Not sure about leader, but I could definitely see her being a fantastic deputy—efficient and reliable, offering a distinct perspective and keeping her leader grounded when tough decisions need to be made.
Added Note: I think Hollyleaf would just really enjoy (and maybe prefer) the detail-oriented, structured nature of the deputy role. Keeping up with patrol assignments, implementing any changes in policies, organizing day-to-day activities, etc.

It would completely ruin her story arc if she was made leader. Her arc is one of wanting to have power and to be over others, having that sense of security stripped away and then reacting in the most violent method of reasserting power possible, and then self-destructing when she realizes that her attempt to wrest back that sense of power and control has done nothing but made her situation even worse. Her being denied power is a very key part of her story, and even as much as I dislike OOTS bringing her back, I can at least appreciate that its redemption for Hollyleaf relies on her growing into her own and learning to be happy without power.
All that would be undone if she was leader. Unless she's a villain leader for a little bit, but that's about as far as I can accept it.
