I can see One Eye being the main antagonist, being like the equivalent of Palpatine in Warriors. He wants to restore its power to the work he created, the Dark Forest, which has gained power over time thanks to the wrongs of the Clans, whether conflicts between them or the weaknesses of the warrior code, leading to the Great Battle. One Eye wants to encourage the medicine cats to rebel and turn their backs on StarClan to obtain the right to have a mate and kits. Frecklewish, Slash, and Stumpytail appear. One Eye contacts Sol in his dreams, confirming that the Dark Forest had indeed called on him in The Forgotten Warrior. We will have a WindClan protagonist. Whistlepaw or Brindlewing. Breezepelt would also make a good candidate. And we will also have a medicine cat evil, who will take control of WindClan as a healer, making his removal impossible according to the new warrior code. Harestar will die, Crowfeather and Whistlepaw will still be alive but the evil medicine cat will find a way to oust them. Breezepelt will become the temporary leader of WindClan but he will not be a good leader and will be deposed. Or he will be accused of having killed Harestar and caused Crowfeather to disappear in order to become the leader of WindClan by the evil medicine cat and will be exiled. Evil medicine cat and Sol ask the medicine cats if they think it's fair that warriors now have the right to take a cat from another Clan while medicine cats don't even have the right to take a Clanmate as a mate. They also ask them if they find it fair that the leaders have the right to have a mate and kits but not the medicine cats, recalling that Leafstar had changed the code for its own benefit when SkyClan lived in the gorge in order to have kits with Billystorm. Cloverfoot, now Cloverstar, has kits and medicine cat evil is pushing for her to be deposed, recalling that Leafpool lost the right to be medicine cat when it was revealed she had kits. A war breaks out between the Clans. Squirrelstar agrees that medicine cats should have the right to have a mate and kits. Alderheart, Puddleshine, Fidgetflake, and Frostpaw/RiverClan's medicine cat agree with WindClan's healer. But Moth Flight and StarClan refuse to allow medicine cats to have a mate and kits. Alderheart, Fidgetflake, Puddleshine, and RiverClan's Medicine Cat decide to boycott Moonpool and commune with StarClan. Nightcloud, Heathertail, or Breezepelt, one of the three will have to die in the ninth arc and I think it will be Nightcloud. I hope Sedgewhisker will take center stage in the ninth arc, like Duskfur in A Starless Clan, for example. I can see Jayfeather and Frecklewish dying in the ninth arc. If they die, ThunderClan and SkyClan will no longer have a connection to StarClan because Alderheart and Fidgetflake no longer go to Moonpool. Crowfeather becomes Crowstar. Onestar, Smokehaze, Nightcloud, Leafpool, Feathertail, Deadfoot, Ashfoot, Bramblestar, and Jayfeather give him his 9 lives. WindClan's deputy will be Brindlewing or Breezepelt. Tawnypelt becomes an elder. Leafstar dies of old age, Hawkwing becomes Hawkstar and appoints Violetshine deputy. Cherrytail, Sparrowpelt, Tinycloud, Mintfur and Sagenose become elders. Hollyleaf appears and will have an important role. She feels guilty for Ashfur's actions. StarClan sent her to the world of the living to make the rebellious medicine cats see reason. But Hollyleaf intends to restore the ancient warrior code and subdue the Clans into submission to StarClan. Eventually, Hollyleaf comes back to the good side at the end and sacrifices herself to eliminate One Eye.

Actually sounds quite nice, a good mix between the fantasy of TBC and politics of ASC

I hope that the 9th arc will be a DotC sequel and not take place in modern times. One Eye could still play a role there like he does in your modern arc idea though since he is confirmed to have been the very first DF cat (despite him not even believing in StarClan).
Since I want all three protagonists (if they still keep that formula) to be she-cats because the three ones in DotC were all toms and I specifically hope for Lightning Stripe or Feather Ear (Thunderstar's daughters), Silver Stripe (Gray Wing's daughter), as well as Dew Petal or Flower Foot (Skystar's daughters) as the protagonists of that DotC sequel arc, I could definitely see One Eye seek one of them out, especially the former three ones, seeing how their fathers (Thunderstar and Gray Wing) were directly responsible for his demise, along with Lightning Tail and Cloud Spots in The Blazing Star. Especially if one of them becomes a medicine cat and can then receive dreams from StarClan.
I could certainly see One Eye seek one of them out from the Dark Forest. Either, he could try to possess one (although possession was only introduced later on in the series) or convince her that the ways of the Clans is completely wrong or even evil and portray himself as a victim. Actually, if One Eye choose to interact with Skystar's daughters, it would be quite interesting/have potential for family conflict, considering that he's their maternal grandfather through his daughter Star Flower.

I really don't see the point in making a sequel to Dawn of the Clans. There is already Moth Flight's Vision, Riverstar's Home, Thunderstar's Echo, Shadowstar's Life and The Ultimate Guide 2023. And there is always the possibility of the novella on Gorsestar. And we shouldn't forget Code of the Clans, where cats who participated in the Great Battle are mentioned as still alive in the first story, despite being elders. So an arc that takes place between The Ultimate Guide 2023 and Code of the Clans, I want it but it will have to bridge the gap until Code of the Clans, so it will cover a fairly long period. As a protagonist, I suggest Emberstar. One could imagine that he knew about the relationship between Cloudberry and Ryewhisker but that he let it happen like Crookedstar with Silverstream...especially since Emberstar's best friend is a member of ThunderClan, so it would be logical let him close his eyes. But the arc will have to cover the leaderships of Gorsestar, Owlstar, Nightstar, Sparrowstar, and Ravenstar, and transition with their supposed successors, Duststar (which could be Dust Muzzle), Whitestar, Emberstar, Birchstar, and Hollystar. Since Emberstar is still alive during the second story, the arc could even extend that far. One could imagine that Emberstar is Spider Paw's son. The arc would show us how the ThunderClan/RiverClan conflicts for the Sunningrocks and WindClan/ShadowClan began. The arc would begin after the novella on Gorsestar. Shattered Ice, Leaf, Thorn, and Dew will have to stay alive until the first story of Code of the Clans, where they will be elders. The arc could also show us a trip to the Tribe of Rushing Water, where we would see that Sharp Hail became Stoneteller after Half-Moon's death. He dies and his successor becomes the first Stoneteller to receive 9 lives. Well, there are things to do. Maggottail could even appear and be the main antagonist, wanting to become the leader of ShadowClan, and thus causing its bad reputation. He could also be one of the protagonists and the Erins could take over the information from Su Susann's Missing Kits on him. Additionally, one could also imagine that he is the only son of Acorn Fur and Red Claw, that he was born to SkyClan and was given to ShadowClan after his birth. Maggottail will thus export SkyClan's bad reputation to ShadowClan. So, as protagonists, we would have Emberstar and Maggottail. We could also add Ryewhisker or Thistletail for the 3rd.
