Pointing the finger is never going to be fun. But ruling out Briarlight for convenience's sake, I'd have to go with Mousefur. Everyone knew they had to get out of the tree's way (Dovewing gave everyone the notif), but Mousefur was insistent that they get her namesake before the tree fell. Longtail was too kind; I don't recall the Clans being in leafbare, so another mouse could've just taken its place.

The tree didn’t do anything wrong guys. It’s not its fault it fell, come on, victim blaming here. Yeah I’ve disliked Mousefur for this for a while. She didn’t mean for any of it to happen but why did she have to be so stupid.

The tree. Mousefur may have contributed, but it wasn't her fault entirely. Longtail made his own decision on the end, and sadly was killed for it. No one forced him to go back for the mouse, he could've easily had someone drag Mousefur out against her will.
Mousefur does take some blame though, because she was being irrational and selfish at the time. But I think putting the blame solely on her is a bit unfair.

If I had a nickel for every time Omen of the Stars killed an iconic first arc ThunderClan cat in a scene featuring a falling tree, I’d have two nickels. Which isn’t a lot, but it’s weird that it happened twice!
Seriously though, I think it is technically Mousefur’s fault in part, but I also think it’s important to remember she was depicted as being very elderly and not all there throughout OotS. She suddenly finds herself surrounded by panicking cats forcing her from her den in the middle of the day for no apparent reason (from her point of view.) It makes her agitated and upset, and honestly, it’s not uncommon for someone in her stage of life to react the way she did under that kind of stressor. Confused, stubborn, unreasonable, and not thinking straight. And afterwards, Mousefur is absolutely devastated. She blames herself so completely, and is so deeply depressed, that her closest friends barely recognize her as the same spirited cat.
None of her Clanmates blame her for what happened, and I don’t think I could either. Not when seniors I’ve cared for in real life have reacted in a similar manner to stressors. It’s not always something they have full control over.

Gonna be the only one to say Longtail I guess. At the end of the day, he chose to run back into the camp when he knew there was imminent danger. No one forced him and it wasn’t the only solution. His intentions were entirely kind and noble, but his death ultimately came from his own free choice.

It kind of sucks, but it's basically Longtail himself. He very well COULD have just evacuated and left Mousefur to either calm down and make the smart choice or left her to face the consequences. The tree is behind the actual situation, and Mousefur caused the main problem, but ultimately, Longtail is the one who made the choice. Mousefur absolutely deserves some blame for being so stupid and worsening the situation to the point that he had any reason to make that choice, though.

I think it's fair to say, the tree and Briarlight are completely out of the picture. Left with Mousefur and Longtail himself, I think me personally would split it 50/50, as Mousefur started the chain reaction, however Longtail mad ethe final decision to run in and attempt to grab the mouse. But when you look at it from varying perspectives, I can easily see how some people would come to the conclusion of both Mousefur and Longtail. (Can't say the same for the tree, though?) However, the guiltiest cat here is I would have said Mousefur, as she acted irrationally when exclaiming about a lousy piece of fresh kill, versus her clanmate's life. And no amount of yelling would at that point prevent Longtail from turning back. (Note that he is blind, and however much his senses his are sharp, he would still be at a disadvantage to his clanmates who may have been quicker and ore vigilant about the falling tree.)
