I couldn't decide between Sol, Darktail, and Ashfur, but I would have to say Ashfur has my vote! He took advantage of a lot of events that he had no control over such as the fire scene, Bramblestar's body (I think), Shadowsight's inexperience, etc.

Ashfur. He was the master manipulator he knew how to take advantage of any situation to get the maximum benefit. 100 percent best villain in warriors in my opinion.

Ashfur.
Even just back in PoT, the fact that I still see some people say that he caused the fire in Long Shadows (and I misremembered it to have been so as well until re-reading the series) when he actually just took advantage of it being there to make his move at threatening the lives of four cats, was quite opportunistic of him.
Or heck, even in TNP, he only started taking real action/getting involved in scheming plans after Squirrelflight's rejection of him after Hawkfrost came along and came up with a plan to conspire against Firestar together. Granted, they had different goals with Hawkfrost wanting to harm just Firestar (and test Brambleclaw's loyalty) while Ashfur wanted to harm him to hurt/get back at Squirrelflight and to get Brambleclaw into trouble, but it still does look like Ashfur took the opportunity for revenge after another villain presented it to him.
And then, of course, there's him using the opportunity to manipulate a naive Shadowpaw/sight into giving him the chance to take over Bramblestar's body and being near Squirrelflight again during TBC. Although that was all much more planned out on his part this time, he still took advantage of someone else's (Shadowsight) inexperience to get what he wanted to happen.
We really need a book on Ashfur (but I still think an SE would be too long and a novella too short unless they just do it Mothwing style and jump to different key points in his life). An Ashfur GN (with flashbacks) would be neat (but since we just got a ThunderClan one with Brightheart, that could take a while).

Ashfur got by pre-TBC basically on nothing but opportunities seized.
