I'm not sure if this will actually be anything, but I have this idea and I want to get my thoughts down.
Potential locations for the pack to call home
Colorado/Rocky Mountains
Maine
Alaska
Oregon (Leaning more this one)
Pack Names:
Primal Bloods, Blue Moon Furs, Blue Moon Shifters
The Pack:
The pack started out as just being made up of werewolves, however over the years they started to allow other were-creatures to join. (Could maybe cause other nearby packs to distrust or shun them?) The pack has been around for many years and the family roots run deep. While they keep their true natures away from humans, some humans within the town/city is aware of the pack and keep their secret from others.

Type of Were-creatures for the rp
Werewolves
Werebears
Werefoxes
Were-Cats (This includes bobcats, lynxes, and mountain lions/cougars. On the rare side, lions, panthers, jaguars ect)
WereWolverines
Werecoyotes
Werehybrid (Possibly really rare, a lot stronger than normal but a lot more dangerous)
Open to other ideas long as they are reasonable
Notes: You are either born a were-creatures or bitten. Another way to become a were-creature is to ingest the blood of one. Depending on the humans, there is a potential for death cause the human body is unable to survive the transformation. On the other side of the coin, the newly transformed beast could forget their human selves and become a feral beast.
In their human forms, they have heightened strength and senses. However a few things depends on the creature. A bear is going to be a lot stronger than it's counter parts.
There is a careful balance of keeping the human and animal sides in check.
Children begin their first shift between 13-16 years old. However, it is not uncommon for some people to end up getting their first shift when they become an adult.
The child of a were-creature will either take on the form of either the mom or dad. (Potentially having traits of the other parent's form)
Were-Creature forms can look like half human half beast or like a much larger version of their animal counter parts. (Perhaps having two forms?)
They can control their forms, however, under a full moon they feel a insatiable need to transform. (This could change to maybe werewolves change under a full moon but were-cats it's half moon ect.)

Ideas for Pack Rules
Pack members are not to harm, kill or eat humans.
No revealing valuable pack secrets to humans unless given permission to do so.
Pups/cubs/kits are not to be harmed
The Alpha's word is law.

Possible Plot ideas
1. Lately a lot of humans have started coming up either missing or dead which has the whole town on edge. Pack believes it's the work of a rogue and do everything they can to find the culprit. (Other hand, could be one of their own and the pack is split between protecting them or putting them down)
2. Rival group starts causing trouble attacking humans and members of the group. Could be that the group has secretly been gaining followers possibly by biting humans and forcing them to join in order to take on the Primal Bloods and drive them out.
3. Murder Mystery! someone has been killed in the clan and it's up to the group to figure out who did it. Could be one or both of the Betas, the alphas or the child or relative of a prominent family. Could be just an accident or someone looking to get revenge.

Plot proposal: A group of newly turned were-creatures are looking for a cure to their new affliction. Can lead to some of them either finding a cure, or learning to embrace their new abilities. Maybe can tie into the Rival Group plot?
