I think Crookedstar had it pretty rough, tbh. Lost a lot of his loved ones, and shunned/abused by his own mother.
Bluestar too, while losing her kits was of her doing, doesn't make it any less tragic. And then essentially going crazy with grief/paranoia later. I felt bad for her

Bristlefrost for me her hull life was was in constant Fier and she does not even go to starclan her mentor dies and her clan hated her. She can be er see rootspring again and stemleaf died and she could not ceep her promise to spotfur. While all the other cats who lived through or died that arc had lives or will have lived she never got a chance to live.

I'm including cats whose early life was so horrendous that it probably affected them for their entire lives.
Hawkwing, Spotfur, Crookedstar, Mapleshade (although many of her problems were her own fault), Yellowfang, the generation of ShadowClan cats who ended up leaving for Darktail (Lioneye, Birchbark, etc), Violetshine, Scourge. There are probably more, but those are just a few off the top of my head.

Sagenose
He lost his father Rainfur as a kit and his mother sometime after
SkyClan’s destiny.
One of his daughters died as a kit and another became a kittypet.
He was the separated from his mate Birdwing and son Fidgetflake for a very long time.
Eventually he reunited with Fidgetflake but he never saw his mate again.

Yellowfang had a pretty crappy life.
Agonized physically by other cats' pain; emotionally abused by her ex, who then misused his authoritative power to "punish" her further; secret pregnancy; two daughters dying at birth; giving up her one living kit; watching his foster mother neglect and mistreat him; son grows up to be cat hitler and kills his own father; blamed for the death of her half-siblings that was caused by said son; driven out of her home and slowly starving to death; convinced adoptive clan to take pity on her deranged blind son, only for him to cause more death; execute this last surviving kit and was forever haunted by this choice.
Like seriously, the only time she was truly happy for any extended length of time was the few seasons she was medicine cat under Bluestar.

Going outside of the popular options
Dawnpelt! Lived through Sol ShadowClan and got introduced to her "kin" who later kill your deputy (Lionblaze with Russetfur) and "drown" your brother (Jayfeather with Flametail). Live through a plague that kills her mate Crowfrost. Her father's leadership went horribly and had her kits join the Kin, Sleekwhisker being the worst of the bunch. She later died from drowning after trying to escape them. If it matters also, she's also related to Tigerstar II which is another can of worms but she didn't get to live that far to really unpack.

Daisy, just go watch the MAP "It Never Rains in Souther California" and you'll cry. She's lost all but one of her kits and both of her mates are either dead or left her.
She's still so strong though, and I love her so much.

Going for an unpopular one: Spottedleaf.
While not the most tragic life, she hasn’t been mentioned yet. She was gr**med by Thistleclaw, forced to give up her dream of being a warrior because of Thistleclaw, and she likely spent the rest of the time that he was alive terrified of him. Not to mention that no one ever seemed to notice or care about what was happening; that couldn’t have been easy. Her parents die, her brother, Redtail, dies, and both her mentors die in her lifetime. Not to mention the guilt she must have felt from witnessing Blue fur take her kits to RiverClan; I don’t recall if she saw Mosskit die, but either way she likely figured it out when she never saw Mosskit at gatherings. She is killed prematurely protecting kits, and then spends her time is StarClan unable to stop obsessing over a cat she can’t be with that has a loving family, unknowingly continuing the cycle Thistleclaw started. She then gives up StarClan, her spirit, to save Sandstorm, Firestar’s mate, despite anything she felt for him. She is gone forever, leaving behind many cats in StarClan, having never really been truly happy with her life.
Ultimately I think Crookedstar had the most tragic life, but people have already said him.
