In a really tough situation.
So initially, I was pretty doubtful that Darktail and their rogues could do anything pretty successfully. Even if they drove out ShadowClan- and with the new code up and running- it'd be like marlin, dory, and the sea gulls. It'd turn into a witch-hunt.
But having him take over ShadowClan- and letting the clan willing do it- makes things much, much more complicated for the clans. For one, they cant drive out the rogues without driving out all of shadowClan in the process. I'm sure Onestar and Mistystar would gladly take them out right now- but Bramblestar, sympathetic towards Rowanstar, won't- probably also hoping SC would get ahold of themselves and change their minds. His code also says that they need to "care for the well-being of all 4 clans around the lake". And that also includes ShC.
This is also different from Brokenstar. First of all- the attack on ShadowClan's camp never was an attempt to drive out Brokenstar. It was only to save ThunderClan's kits. It was ShadowClan that decided to take advantage of Firestar and Yellowfang's raid- and in the end, what drove Brokenstar out. The raid gave ShadowClan the strength they needed to drive out their leader. And why did they drive him out? The majority of the clan were starving. It was mentioned that while Brokenstar and his closest followers were well-fed, strong, and loyal, the rest of the clan were going hungry, weak, and angry. They weren't loyal to Brokenstar- they were loyal to clan life and the warrior code, and the more Brokenstar destroyed those things the closer they were to rebellion.
So normally, in this situation with Darktail- plan B would be to just try to fend off the group for as long as they can, and wait for the clan to deteriorate enough to be attacked. And that seems like what Rowanstar and even Bramblestar are hoping will happen.
But like Tawnypelt said- what if they don't want to rebel? And she's right to worry. While the old ShadowClan were loyal to the warrior code and their old life- and so they kicked out Brokenstar, the new ShadowClan hated the warrior code and their current life- and so they kicked out Rowanstar. With a completely opposite situation happening, we can't guarentee the results will be the same.
This is going to be really tricky. Some cats are going to want to kick out the obviously dangerous rogues, even if they have to sacrifice an entire clan in the process- while others are willing to wait for a possible rebellion, even if they have to risk having all the other clans destroyed in the process.
