Every arc in Warriors tends to have at least one or more antagonists, all of which having their own unique personalities and malicious goals that lead to the suffering or even deaths of other cats. Some villains are more iconic than others; everyone knows about Tigerstar and the bloodied legacy he had left behind even in his death. Then there is Mapleshade, the vengeful queen whose impact on the clans lingers to this day, kits often being scared by elders' sharing her tragic but frightening tale. But is Mapleshade as frightening as the elders' make out to be? Maybe a cat like Scourge would be scarier, with his cold, emotionless demeanor and strength that shocked everyone- especially Tigerstar. Or perhaps somehow you'd find a cat like Darkstripe spookier than both combined. Don't eat any of the berries he offers you! But the point of the matter is, Warriors has a large selection of truly evil cats that are all horrifying in their own ways. Honestly? Ashfur. The fact that he's so unhinged, obsessed, vindictive, and above all else, scarily realistic is what makes him the winner here. The lengths he goes to just to obtain what he wants, and how he's perfectly fine with steamrolling over cats, abusing them, and manipulating others just so he can get ever so slightly to his goal makes him great. Ashfur only cares about Squirrelflight and his own shallow self-interests.
Ashfur himself is a pretty complex and well-written character, which I don't think he gets enough credit for. He absolutely stole the show in TBC and he's definitely the scariest villain in terms of how much he was actually able to do in that arc. Like, he's so utterly obsessed with Squirrelflight that he's perfectly fine with obliterating the afterlives and taking out Squirrelflight's loved ones to try and force her to be his. That, and while he's undeniably a horrible cat, he does have a point about StarClan's blatant hypocrisy and how they're venerated as omnipotent spirits when...they're really not.

Ashfur was unhinged. Most other bad guys were at least kind of predictable as to their actions. Ashfur, on the other hand, was an inch away from a breakdown. And he's chillingly close to life at that, basically what would happen if your standard incel-killer got god-like powers.

I have to say I was a little surprised to see Ashfur in the lead (and so soon!), though after reading your own well written thoughts I understand clearly. Admittedly I've stopped reading since AVOS: River of Fire so I can only imagine how much chaos Ashfur has caused since then. Brokenstar and Oneeye are still my top picks though!

Yellowfang says several times he was the only one to survive out of punishment - whether this is true or not is up in the air. I also believe there's a Starclan cat who believes he came about as punishment for driving Skyclan out. The implication is that he's a punishment for something

There are several people with mindsets like his IRL that caused the deaths of people. They don't want power or anything. They're usually just unhinged, jealous, and want everyone to suffer because of their own hurt.

Ashfur by far! Not just for the supernatural element either, but also mostly because people like him exist in real life all the time! Bigots exist, sure, but your Tigerstars and even Brokenstars are rare compared to your Ashfurs, the ones who just refuse to take no for an answer and end up going to the extreme because of it, be it because the other person isn't satisfied with the relationship anymore or just wasn't interested to begin with. There's a reason why true crime shows and docs are rampant with these.

Honestly, Brokenstar is and always will be rather scary and unnerving to me. Sure, Ashfur had his obsession and sure, the series tossed on a ton of power on him for drama out of nowhere and thrust him back into the series way later than they needed to, but Brokenstar’s near glee in slaughtering kits, starving elders, murdering his own father and ripping his nine lives away, basically becoming the de facto Dark Forest leader, all without the same amount of plot armor will always be scarier to me.
Not to mention that Ashfur had that motivation later on in life to become antagonistic. Brokenstar was quite literally born a monster, and played the role real nicely.
I gotta give my vote to the kit killer, Brokenstar.

The kit killing is the thing that makes me want to go Brokenstar, but I still feel that Ashfur is the one I would fear most, I mean they are both scary, and I would fear them both but, LIKE SCARY UNHINGED, OBSESSED CAT!!

Others on this thread have explained their reasoning behind voting for him better than I ever could. He is just so terrifying in a realistically unrealistic way if that even makes sense. Considering that he is a murderous incel with superpowers. Someone really should make TV show already with this concept as a premise.

I don’t think that passage is trying to suggest that Brokenstar is actually supernatural in some way, I think it’s meant to vividly depict how uncannily terrifying Brokenstar is from Fireheart’s POV. Either way, he’s the scariest villain to me because he’s so irredeemable and horrible in a manner reminiscent of real life dictators. I prefer politically nightmarish villains to edgy or ghostly ones. Tigerstar would be my number two, probably.

he did this to get one cat
and nothing anybody did would ever change the lengths he would have done to get Squirrelflight besides his second death
honestly if Squirrelflight had died before this arc we could have expected to see her loved ones start to vanish one by one in starclan
its scary how he has no cares for anything but his goals, just willing to do anything, like others said, for the slightest nudge towards his goal

I don't disagree with the validity of him being cursed (although I'm not really a fan of this addition from YS), but I meant in my original post that Brokenstar didn't possess supernatural powers. His curse was essentially apathy and unrelenting hatred. At least, that's the way I interpret it. But his rise to power and cruel actions were not obtained by supernatural means, just his horrible nature. Also, tangentially related, but I'm not sure Brokenstar was necessarily cursed in the sense that there was some supernatural force making him evil. It might be more like the Tigerclaw situation where the circumstances of his life would always doom him to form a bad character, and StarClan could not stop his fate. I might be forgetting some parts of YS that made it more of the former, though.

To add onto Ashfur. I personally think what makes him scary as well, aside from what's been mentioned, is that he starts off as a good guy... And then becomes the way he is not because he was born evil, not because some sort of tragedy struck him... But because he was rejected. For someone who was previously nice, and a stand up warrior(?) Of his clan to become some twisted and evil because one cat didn't like him back is terrifying honestly. The fact that anyone can change on a dime so drastically like that is scary.

In terms of traditional villains, probably Brokenstar while he was alive. But in the overall story, I'm leaning on Ashfur and Mapleshade, since they had the most interesting concepts and executions, and Darktail right behind them.

Ashfur aside, I think Darktail was a pretty terrifying villain. Dude was a whole cult leader who calmly used manipulation and fear to force cats to stay in The Kin. It's also really eerie that any cats who unsuccessfully defected were punished by being drowned in the lake without another word spoken of them. Not to mention how he starved non-Kin cats to the point where they were forced to pledge allegiance to him out of desperation. I felt so scared for Violetpaw reading her POV in Shattered Sky.
