I'll have to go with the PoT arc. All three main POVs went through some decent character development

TPB. Firestar going from an already brave but still rather naive kittypet to a curious apprentice, compassionate warrior, hardworking deputy and finally rising up to become a heroic leader of ThunderClan was quite well done in my opinion. PoT is in second place since the Original Three all had great character development while AVoS is suprisingly in third place for me because Alderheart, Twigbranch and Violetshine had good personal journeys as well. TBC is in fourth place due to Rootspring going from insecure apprentice to confident warrior, Bristlefrost and Shadowsight stayed mostly consistently the same (except for Bristlefrost losing her personality for a bit during most of the RootBristle romance).
Short version of my arc ranking: TPB (Firestar as mentioned above) PoT (Hollyleaf, Lionblaze and Jayfeather) AVoS (Alderheart, Twigbranch and Violetshine) TBC (Rootspring for his glow up) OotS (Ivypool for overcoming her jealousy) TNP (Squirrelflight even if she basically just grew up) DotC (Gray Wing although he was already a wise cat during the first book)

1. PoT: many great character dynamics, most everyone was involved, and had a side story/Journey playing in the background besides the Main 3 protagonist’s.
2. TPB: Firestar’s Journey is very memorable. Plus being the introduction into the series and lore, meant we got plenty of delving into the clans culture, their traditions and rituals etc.
3. TNP: I really enjoyed and connected with the journeying cats and loved their dynamic, and Found them all really relatable on some level(Especially Brambleclaw).
4.OoTS. Despite it’s messy mishandling and wayward directioning when it came to the plot, and it’s difficulty with getting the characters involved with it, it still has some pretty solid character development and dynamics, though it’s loaded with infuriating parts that does make it a frustrating read at multiple incidents.
5.DoTC. While it does have some pretty interesting and robust personality’s, the story grows stale after halfway thru, and both Gray Wing and Clear Sky amongst other main characters are pretty stagnant, and don’t change much from the beginning to the end.
6&7. AVoS & TBC. Neither did anything really exceptional when it came to character development. I Guess the Protagonists grew fairly well throughout for the most part, but other than that pretty bland and generic, flat etc.
