He didn't actually want that. He was just using it as a way to distract them so they wouldn't investigate him too deeply, to gain more control over Squirrelflight, and to try to expose the clans as being awful. The point wasn't to get them to stop codebreaking, the point was for them to fail so he could "punish" them accordingly. It was the mindset of a person who grew to thinking that everyone was conspiring against them and was awful.

Ashfur literally does not care about the code OR the clans. He just wants to punish Squirrelflight and torment her until he can have her all to himself.
