I honestly don't remember Tigerclaw's own book that much to form a solid opinion, and Mapleshade is an annoying fan service character on her own, so I can't pick either. 🤷♀️

Tiger is the iconic main antagonist, that did a good job, even if I'm not fond of how he went down at the end of the first series. On the other hand Mapleshade is iconic in her own sense, since she did start the whole DF training thing, and hand a claw in a lot of plots, but her novella could have been better. I personally prefer Maple, but I do acknowledge Tiger as a better villain since he just has more screen time in general.

Tigerclaw/star to me. He is a classic villain who was in the series for four arcs before getting permanently iced and his novella is hilarious due to how overdramatic he acts the whole time as if he is aware of being a bad guy in a book series for children. His first death remains to be a shocking and iconic scene to this day while his second/final death could have been done at least a bit better in my opinion.
Just taking a look at these two quotes has me laughing tears about how much of a drama queen (or rather king) he truly was during his book:
"You know already that I will kill you one day. Your last breath will be gasped beneath my paws. Your last drop of blood will be spilled on my fur. Stones will break and the sky will fall when we meet in our final battle." ―Tigerclaw about him and Fireheart in Tigerclaw's Fury, chapter 1
"If he had to fight every battle alone, he would not give up! Even with an army of shadows, he would still win!" ―Narrator about Tigerclaw in Tigerclaw's Fury, chapter 3
Mapleshade is a good villain as well and so far the only female one I can still enjoy. Sleekwhisker is pathetic and annoying and all the others are either not fully fleshed out or their roles in the various storylines are either way too basic or just short. This is why I hope there will be more female villains with bigger roles and characterization in the near future. My current bets are on either (or both) Frostpaw or Finchpaw for now but who knows.

Tigerclaw because I find his story and eventual downfall to be far more interesting for me.

1. Had a whole arc to develop as a villain 2. Is dead 100%, so we don't have him show up in every villain scene (he isn't too overused).

I like Mapleshade more but only in Crookedstar's Promise & Mapleshade's Vengeance.
She was incredibly unnecessary to every other book she was featured in but at the same time I never really found her presence jarring, I just didn't care.
Tigerclaw was a good villain but he was basic af. I would have preferred if Brokenstar or Scourge was more important to the plot though I still like arc 1 a lot.

Tigerclaw. I honestly always thought Mapleshade was kind of weak as a villain, like, her victims in life were cats weaker than her/sneak attacks, and in death, she manipulated vulnerable kits/apprentices and killed another medicine cat. I can't recall her getting into a head to head fight with someone who was equal strength of her and winning.

I can't recall her getting into a head to head fight with someone who was equal strength of her and winning. To be fair, Tigerstar preyed on weaker cats too, he was titled the strongest in the forest after all. And the one time he went against a cat outside of the forest, he dies.
