Are there any characters you like because of the potential they could have had? This is definitely the case for me with Dovewing. It would've been so interesting if the books had delved deeper into her insecurities as she tries to live up to Lionblaze and Jayfeather's expectations in the aftermath of Hollyleaf's disappearance while still trying to forge her own path.
Instead, we get really annoying sister and romance drama that ended up overstaying its welcome and her internal struggles are just barely touched on compared to the other things.

hollyleaf should have lived and become acting leader instead of lionblaze (in TBC).

Stormcloud having a proper role in the clan. Seriously, what a waste. They could've done so much more for him! I don't even care if they make him deputy, I just want him to have SOME spotlight because he's almost never mentioned in any of the books!

Brightheart and Cinderpelt's relationship, they're both sisters with injuries, we should have had a moment with these two. Basically the majority of mentor and apprentice bonds, sibling bonds, etc.

Stormcloud for seeming so important in Bramblestar's SE only for him to have become just another generic background character. Stormfur for seeming so important in TNP only for him to just show up when the Clans remember the Tribe.

Hollyleaf and Needletail come to mind. They were very different from the usual cast personalities we get. Especially Needletail, I always wish she didn't turn into such a jerk. She was so different and eccentric, and more importantly thought outside of Clan hivemind

Not a character, but the fact that they took away the three’s powers. I think the writers took the easy way out by simply erasing the powers rather than having the clans living with them.

Hazeltail and Toadstep. I'll never forget and forgive the way they were just killed off like that. I feel like they both could have easily become more developed characters.

This is small, but i feel like Brambleclaw's story could have been a lot more powerful if he rejected his inner ambitions in a way that also made him reject the deputy position. It would have given him more inner conflict and depth.

Spottedleaf.
They could have made her a tragic character by letting her accept Firestar's feelings and not always interfering and butting in on his kits' and grandkits' lives. I kind of feel that sadness about her now, but it's hard to feel sorry for her when she's visiting Firestar in his dreams (perhaps she doesn't do this anymore, I actually don't know) and meddling with his children's and grandchildren's lives.

Foxleap, I feel like he could have been a cult-favorite side character if he had just gotten a little more spotlight. He was very likeable from what little we saw, and I feel like Dovewing and Ivypool would have felt a little more likeable if they had a shared friend their age. The dynamic of two sisters caught up in something much bigger than them, with the friend who doesn’t find out until later but acts as the grounding, “normal” perspective. That would have been interesting.

That would have been interesting. I understand what you're getting at, but Foxleap is much closer in age to Jayfeather and Lionblaze than to Dovewing and Ivypool. Like, Lionblaze, Jayfeather, Foxleap, and Icecloud were all kits in the nursery together and were friends throughout apprenticeship. I feel like it would be weird if Lion and Jay were these mentor archetypes to Dovewing and Foxleap was treated like he was her age when he's actually the same age as her mentors. That's not to say they can't be friends (Sign of the Moon showed they can), but Foxleap should be treated as more experienced than Dovewing. Usually I don't care about age gaps, but when Lionblaze is literally Dovewing's mentor, I don't think Foxleap can be treated like her peer.
