Ivypool would be an awful leader

And when it comes to decisions, we've seen that over time that Ivpool is more driven by choices of her head, over her heart, while her sister is the opposite, and follows her heart over her head, that's why they clashed so much. In the end they're still sisters, and they loved one another, but they'll always clash because of Ivypool's value of the code and morality of situations, vs Dovewing's fleeting and more naïve choices.
i guess you could say the DF thing, but that's was in large part because her heart got her into that problem in the first place and she was trying to rectify/make up for it. and she was also kinda backed into the spying stuff, partially from the Three and partially because it became a life or death situation.
i'm neutral on ivypool as a character, just dunno if i'd characterize her as a "head over heart" or "value
The only time Ivypool chose her heart over anything was when it came to her sister, who was her kin, so it's understandable. But she's quite aware, even then, she has a stern head over heart look at things, it's just that she's too lenient with Dove half the time.
She didn't want to be a spy, but knew that she didn't have a choice, and she had to help stop the DF cats to protect her clan, so she does eventually agree to doing it, even though she's also very aware it's super deadly.
While in the Dark Forest she has moments where she internally confides to herself, and pushes through making tough decisions, such as putting up a front so the other DF cats don't suspect her, and to earn their trust.
She showed herself to be cold, aggressive, and stern when put against others, but also when training others while there. Even going as far as committing murder twice, or when she was going to kill Flametail to prove herself to Brokenstar. She may have morals, and doesn't want to do certain things, but it doesn't mean she doesn't know how to become stoic and do what is better for the greater good in those situations. There's also the time she kicked Beetlewhisker's body, just to show she had disdain for him as a traitor, but in truth it was to just prove to the other cats that she's on their "side". She went further than a "normal" cat would, even by DF standards, just to earn their trust and prove herself, especially considering she was always a split hair away of possibly being killed and trapped there.
When it comes to her other choices too, like in BrS, the time in the Dark Forest had an open effect on her, she was very much traumatized by it, and wouldn't use her DF training on another cat. However, as much as she hated those skills, she can still very much use them if needed to, to protect her clan form other outside forces like badgers, and such. Ivypool is putting a handicap on herself, because from a moral standpoint it's wrong to fight to kill because of the code, but she's not incapable of pushing herself to use those said skills in dire situations.
Her getting into the DF in the first place were choices she made as an apprentice, but I'm referring to choices she made as a warrior, same with Dovewing. Dovewing is heart over head because in the end she chose to go back into a relationship with Tigerheart again even though she was fully aware of the consequences and her actions. While Ivypool is head over heart, because of her actions in the DF as a warrior, along with her adamancy toward the code even after that. It is a code that cats are suppose to live by, and stand by, yes, but when it is broken it usually is because of moral conflicts in general, hence it becomes a possible heart over head situation.
Even when it came to the situation with Twigbranch, she still chose a "head choice" even if it was based on a "heart premise", because of Dovewing. Making good points about the current situation they were already dealing with, and that they should focus on that over going into dangerous unknown and sparing cats they needed. And again later, when Squirrelflight goes missing, she makes a very logical stance in that situation along side Twigbranch; saying that Squirrelflight did help Ashfur, but only to save Bramblestar's body, vs the other two arguments which were that she was a traitor and ran away/she would never betray them and she is innocent.
I'm not saying Ivypool being a head over heart character is unique to only her, but she definitely falls into that category as a warrior and down the line.
