The writing team/authors do not pick the dates and neither do the editors, if I'm not mistaken. The publishing house Harper Collins does it. When the Warriors series first started, books got published on a way shorter and sometimes also irregular schedule. Between Into the Wild (the very first book to come out) and the follow up Fire and Ice there were just about 4 months of waiting time, (January 2003 ItW, May 2003 FaI) for example. Every since the main series books started to be released "only" twice a year, HC probably decided to have one in spring and one in winter to keep up some suspense for the fans as ALitM was finished being written in December 2020 shortly after TPoNS was hitting the shelves in November of that same year. As for who can help you find out how to contact someone from HC or the writers, I'm sure those who have already made threads about doing that could help you out further with it. But other than this, Kate Cary (one of the authors) has her own site called BlogClan where you can ask her questions or there is the official Warriors website on which a section for such a purpose exists as well. warriorcats.com/contact-us

Recently the main series books have been releasing every April and November, so I suppose the HarperCollins just follows that pattern for publishing dates.
