Lol probably because the fans forced it upon them, if I'm being honest, nagging them to make him "fully evil or give him a redemption arc." I wish he hadn't been the impostor because I liked the idea of cats like Mudclaw and Hollyleaf realizing they were wrong and feeling guilt deep within that allowed them to go to StarClan, rather than outwardly admitting it. Like how Hollyleaf came to not feel ill will toward him in StarClan.
Keep in mind that spirits aren't alive and are the culmination of their emotions and personality, so what is important would be what their spirit is at the time of their death: is it remorseful for its past actions or full of bitterness and evil? Obviously, a sad and remorseful cat who truly regrets their actions should get to reside there (like Mudclaw), but one who truly didn't feel remorse whatsoever and would do it again in a heartbeat (like Mapleshade or Tigerstar) doesn't belong there.
