Yes, because Puddleshine didn't have much of a choice. Finpaw was in severe shock and might have died if left there too long and there was no way of digging him out or lifting the branch.

He didn't even have a choice. It was either that or Finleap's tail stays stuck under there. The dude was in shock, it was either that or he dies because any other way would've taken too long or wouldn't have worked.

Yes. There was no way anyone could lift up the tree so it was either cut off Finpaw's tail or leave him under the tree for only StarClan knows how long. Plus if Finpaw had been stuck there for too long, he could have died of shock.
