Say that any of the villains in the series had completed their goals of conquest(if they had them), which one of them would be the best to live under and why? Or rather, the least bad?

Sol would be annoying to live under, but mostly harmless. If you were super religious or a fanatic for the Code it would suck, but the Clan would probably still be able to function in a reduced capacity.

tigerstar I or Sol
i like the idea of the clans being one, so if i helped tigerstar find a more vocal way of doing things to avoid bloodshed as much as possible, i'd do it (he really didnt have a way with words like sol and darktail, and instead relied on physical force). i liked what sol originally did with turning shadowclan away from starclan...if u think about it, sol was right in doing that because now look! the clans are too reliant on starclan and now feel lost and aggressive without them...proving sol's point right that the clans dont need starclan. the only thing sol was a bit wrong about was the code. parts of the code should change under sol's influence if he and blackstar succeeded and eventually spread to convert the other clans

Probably Clear Sky? I know little about him, but seems better than the non Dawn of the Clan villains.
Not counting DOTC then Sol since he's more about manipulation, but just ignore him and do your thing. A great advantage about Sol is that at the end of the day he's not really a clan leader in traditional ways so it's easier to overthrow him if people get tired of the Cult and honeyed words. Plus he's weak, so it's not like he can dominate with physical force alone.
And if not him then Hawkfrost who seems like he tries to at least show an appearance of normalcy which may prevent massive screw ups affecting cat lives. He also seems more a cat that once he gets the power, he might not know what to do with it.
Scourge while cruel can be rather reasonable since he shows fairness as long as you stick to the rules plus he doesn't seem psychotic. It would be a rough life (BloodClan's culture would probably trickle in even if they moved to the Forest) though so I place him below Hawkfrost.

Probably Sol because at the very least he's the least likely to murder you for looking at him the wrong way.

Scourge. His character is a villian but i feel like he was a pretty good leader to the ally cats, even if the conditions to live there weren't the best.

I would say Sol as well.
Also I see Clear Sky as more of an antagonist than a villain. He may have made bad choices, but he had (mostly) good intentions. Regardless of how selfish they may have been.

Maybe Clear Sky, if we're considering him a villain. He cared desperately about his cats, so as long as you were a loyal member of his group, then you'd mostly be in good paws. However, he did have a tendency to kick out cats who he considered "weak" (aka, debilitatingly injured like Jagged Peak or Frost). So I don't know. (I'm obviously not including him when he's Skystar, as he has a medicine cat at that point to take care of sick or injured Clanmates).
Sol would probably also be fine to live under. Probably even better than Clear Sky tbh. I mean, he didn't really cause any harm to ShadowClan, aside from all but tearing them apart by convincing them not to listen to StarClan. But he still allowed the Clan to hunt and patrol, still allowed Littlecloud to treat sickness and injuries. He did convince Jingo and her group to fight the dogs, but to be fair he didn't force them to do it. Not that it excuses it, when he knew they'd likely get torn apart by the dogs, but still. He really doesn't hurt any cats.
Tigerstar would also probably be okay to serve. His followers seemed to be treated pretty well. You would obviously be at risk if you were half-Clan, but if you were then you likely wouldn't be supporting him to begin with anyway because of his bias. But as long as you obeyed his orders you were probably pretty safe. The one downside of serving Tigerstar is that he'd order you into countless battles.
I feel like Scourge also wouldn't be too bad, so long as you were loyal to him.
Honestly, most of the villains wouldn't be that bad to serve under now that I think about it. I wouldn't want to serve under Brokenstar or Darktail, or Ashfur/Impostorstar, but aside from those I don't think there are any villains that would be all that terrible so long as you were loyal to them?

I'd have to say Tigerstar I.
Although my memory is a bit hazy, I do recall Tigerstar providing well for the cats that served under him. As long as you were loyal, powerful and did as he asked, you were okay.

Sol - I think it would be harmless. Maybe annoying, but harmless.
Tigerstar 1 - He's strong, he cares for the cats who he leads, and if you're a dissapointment, like Darkstripe, he won't treat you very bad I guess.
Scourge - If you're in his innercircle, he will care for you I guess.
Slash - ONLY if you're one of his followers like Splinter. You will get all the prey, you're one of the most important and fearest, etc. If you're not his close friend, you will be treated very badly, however.
