It's possible but aside from the shared visual design, there isn't really any other nod to this folklore. He has no connection to anything magic or spiritual (other than believing in Starclan but most clan cats do), and while I can definitely see how it may have influenced the series overall (magical cat, spiritualism, originated the 9 lives myth, etc) I can't say I think the cat Sith would be directly responsible for Ravenpaw himself.
Sad fact: A lot of black cats today have some kind of white marking due to the killing of all-black cats in the West as they were seen as evil. However, if a cat had a white mark on its chest it was considered to be kissed by an angel and thus not evil, so was saved from being killed. This resulted in the cats surviving to have kittens and is why they are more common than pure black cats in many places today. While I doubt this has anything to do with Ravenpaw's appearance, you could draw parallels to how he too was saved from potential death to this history of black cats with white chest fur also being saved from death (especially since black-furred Cinderpelt* suffered at Tigerstar's paws even though she did not die)
*Edit: It's late where I am so I had a bit of a brain dump. Cinderpelt is not exactly black but is a smokey dark grey. I don't think the whole situation is a reference so it doesn't matter too much as the point I'm trying to make is that Ravenpaw has a sweet coincidence that history and his character kinda have the same aspects of being saved from a bad situation and are linked by his appearance.
