Well, he is described as being orange and black, but I don't think that necessarily makes him a tortoiseshell. I'm curious why you like him, though. I mean, Ripplestar was the ShadowClan leader who ambushed all four Clans at a Gathering for no real reason.

He's not a true tortoiseshell though. Black and orange toms are able to breed.

Just black and orange is a diluted form of it. Toms who are true tortoiseshells have XXY genomes otherwise known as Klinefelter syndrome. This is what makes them sterile. There is another variation called chimera where the male is able to breed because he doesn't have the XXY genome.
A common theory is that Redtail is a chimera and that is why he can breed.

black and orange means tortoiseshell--most true (non-calico) tortoiseshells appear to have brown because the black and orange mottle together, but the options are what you've said but more specifically
(also a black tabby is a brown tabby so that would add brown)
XXY - black on one X, red on the other; Y does not carry color chimera - essentially two cats squished into one
so yes Ripplestar was a tortie tom--but it seems likely in his case that he was a chimera, because he seems to have very defined patches despite not having any white
