Title is self-explanatory.
As for my answer, I couldn't really give one since it's been ages since I touched a book so I barely remember anyone, but Dovewing seems somewhat unpopular here, and I don't remember her really doing anything to necessitate that.

Berrynose, Leopardstar and Nightcloud come to mind for me.

I have quite a few and here they are
1. Tigerheart - I know that he's broken the code in the past, and he can be a bit aggressive sometimes, but he's not overly aggressive, and he's a loving mate towards Dovewing, a great father to his kits, and he's helped pull ShadowClan out of the dumps, and he's honestly been a good leader for them so far.
2. Hawkheart - He killed Moonflower, yes, but she was helping to destroy his herb stock in the middle of LEAF-BARE, which could have been deadly for ALL of WindClan especially the kits and elders. I don't think he even realized he had even killed her until it was too late. Anyway, he was very kind to Yellowfang when she first became a medicine cat, and he believed that Deadfoot could be a warrior despite his disability.
3. Cedarstar - In Tallstar's Revenge, he seemed pretty antagonistic, and he did give lives to both Brokenstar and Tigerclaw, however, towards his own clan, he is a very caring cat, who listens to those around him. Instead of sending Russetfur and Boulder away, he gave them a chance, and treated them just like any other clanmate, and he didn't even get his bowels in an uproar when Boulder didn't want to change his name. Not to mention his name and design are lovely.
4. Stonetooth - While we're on the subject of Cedarstar, his deputy Stonetooth. I loved how he comforted Yellowfang after Foxheart and Lizardstripe made fun of her, he said..
"You're doing great. Don't worry, these mouse-brained warriors will get used to this in a couple of days, when something else catches their attention. I think you'll make a fine medicine cat, Yellowfang. And remember thisโwhen your apprenticeship is over, cats like Foxheart and Lizardstripe will be coming to you for help."
5. Star Flower - I didn't like her at first, she was really weird, however, I liked her character growth, I like how she taught the other cats the rogue fighting moves, and how her influence made Clear Sky a better cat.
6. Reedwhisker - I know he's not exactly disliked, but no one seems to like him either. I think he's a loyal, kind, hardworking cat from what has been shown of him.
There's probably more, but I can't think of them ATM

Skystar Star Flower Bluestar Lionblaze Millie Dovewing Rowanclaw (it's more out of pity) Needletail Tree
I'm not sure how unpopular they still are, but I'm counting Sandynose and Sparkpelt as well. I didn't think they were that bad in AVoS. There's probably more, but these are the cats who come to mind the most.

DOVEWING Millie Thistleclaw (Idk, he's stinky and a bastard I just like him because of that, I don't need to justify myself for it either nor am I obligated to. The novella doesn't exist) Breezepelt (Chaotic son) Crowfeather Rowanstar Hawkheart Bumblestripe (I'm kinda avoiding the newer books because I don't need to see him butchered more than he already was)
