Who do you think was worse when it comes to them re-naming Stormkit (Crookedstar) and Hopkit (Deadfoot)?
I'm going to go with Heatherstar, at least in my opinion.
No one asked her to rename Deadfoot, she just did that through the meanness of her own heart.
I know he didn't seem to mind, but I found it to be extremely rude and insulting, like, that's the one and only thing she noticed about that adorable kit.
As for Hailstar, I felt so bad for Crookedstar when he got renamed, because he was so sad, and his original name actually had an actual meaning behind it. But his mother was the one who requested the name change, I know that Hailstar is leader, and could have told her no, but yeah.

It's been a minute and a half since I've read Tallstar's Revenge, so I'm acknowledging now my information may be wrong:
I'm going to say Heatherstar's was worse because there was no reason for it that I can remember. It was like, here's Hopkit, and Hoppaw, and now, oh, Deadfoot. No explanation, no exploration of how it made him feel, the book literally just skips past all that.
Meanwhile, when you read Crookedstar's Promise, it's obvious that Hailstar felt really uncomfortable giving Crookedkit that name, that he only did it because the mother asked him to (my headcanon is that mothers get the final decision on naming, in at least RC culture if not Clan culture as a whole), and he continues to offer support to Crookedkit for the rest of his life. The book also portrays the renaming as an obviously bad thing (Unlike TR). So yeah, going with Heatherstar for worse.

As someone who doesn't mind Heatherstar, she was definitely worse. It was so random as well. It's pretty clear Kate just wanted to reveal that Hopkit was Deadfoot, but I feel like this could've been done through a better way, like maybe Deadfoot himself requested the name for whatever reason or something. Or maybe he could've initially been a rogue who joined WindClan later on.
Anything would've been better than just changing his name without even discussing it with his parents first.

He was actually never Hoppaw if I remember correctly, I think during his apprentice ceremony, Heatherstar renamed him Deadpaw I can see mothers getting the final decision on naming kits, not just in RiverClan, but in all the clans. I don't think Deadfoot was the only cat Heatherstar renamed because of their appearance. Tornear was called Tornpaw (I don't think his kit-name has been said before) Though, Ryestalk had just lost her mate, so she could have named him Tornkit, from how she was feeling, and his ear got torn by some coincidence, but who knows?
