Dovewing is a prime candidate for the biggest amount of floof. She's like a cat corgi.
I also imagine Daisy to look like a cream cloud kits love to snuggle in, and some RiverClan cats to be generally quite thick-furred.
I imagine Cloudball was a poofball in his apprentice days because he didn't care and no one knew how to take care of his fur, but managed to get it quite neat as he grew up.
