Personally, I absolutely loved Dawn of the Clans. Perhaps it's scewed by the fact that it's the only arc I've read in the past five years (haven't read VoS or TBC) and the last ones before that were whatever cluster they were trying to make out of PoT and OotS, but reading DotC books I just had the best time. I really really liked Gray Wing as a protagonist, so that background presence of his perspective was personally really enjoyable. I'm usually one for more edgy characters, but somehow Gray Wing won my heart. He was really caring and thoughtful and kind while still being really complex and NOT some one-dimensional Gary Stu! He may be one of my favorite characters in the whole series... Not to mention the other awesome characters who are not just great, but top quality in my book, like Wind Runner, River Ripple, Thunder, and even Clear Sky (love to hate him at points), and others like Gorse Fur, Pebble Heart, Cloud Tail, Lightning Tail, Turtle Tail... the cast of characters was a HUGE boon to the series and part of what made it such a fun ride. It would've been enough if there was just one A-level character, but honestly I feel like most of the cast was!
And that really complemented the other aspect I liked... the drama was fantastic! A really nice break from the ever-present forbidden romance and standard clan rivalry, yet still just hooked me along excited to see what was next. I liked the fact that there was much more of a close-knit, family vibe between all the clans where visiting a relative in another clan to see their new kits wasn't weird, and they took genuine joy in seeing old friends and family in other clans accomplish things. The drama and the battles felt so much more significant and personal this way, and the redemptions and the reconciliation at the end where the clans started working together and acting like family again felt all the more rewarding to see.
I just loved everything about these books. Exactly what I want out of Warriors. It was such a pleasant surprise too, since I really wasn't expecting much after my memories of OotS. I don't know if the next two arcs are up to the same quality, but if they are, I'll be all over those!

The New Prophecy was the series that kept me reading Warriors.

Dawn of the Clans. I was thinking about stopping reading warriors at the time because I had reached my teenage years, but I kept reading to give it a try. It sucked me in! I really thank that arc for keeping me into warriors. Even though I wasn’t into it enough to read A Vision of Shadows (I just looked up spoilers every time a new book came out), I think I wouldn’t even be interested at all if it wasn’t for DoTC. Now, I plan on completely reading The Broken Code since I was intrigued enough to read Lost Stars!

Dawn of the clans cuz ik for sure I read 100% all of the words so that just means it kept my interest
TNP might be second cuz I reread it a lot as a kid

I always thought that The New Prophecy was really good, a lot of the best characters in the series were developed in this series and the main conflict was incredibly interesting.
there are some parts about this book i'm not a huge fan of, such as Mudclaw (who they did dirty) but it does have a great villain in Hawkfrost and I'm actually one of the few people who really liked Leaf x Crow.
The prophecies are also the coolest sounding in this book.

TPB. I just loved watching firestar grow as a character. BG characters like whitestorm, graystripe, ravenpaw, and longtail were nice. Also had a great finisher.
Honorable mentions to DotC and PoT!! : )

A tie between The Prophecies Begin and The New Prophecy for me, but in the end I voted for The New Prophecy. I think it was a near-perfect sequel arc, and overall I enjoyed it more than almost all the other arcs, except for TPB. (Not that I dislike any arcs after TNP, except for OOTS, it's just I felt TPB and TNP were truly special, and as a bonus for me I believe they had less errors (it's been so long since I've read them I could be wrong though), and more consistent personalities with the characters', less recycled plot lines, basically I liked the writing and plots and plot execution best with these arcs...)
For TNP specifically, I loved the new characters, especially Squirrelflight, and as far as the romance I loved BramblexSquirrel, and unlike GrayxSilver in The Prophecies Begin I truly loved the forbidden romance between CrowxLeaf. I also loved the connection between Squirrelflight and Leafpool and felt it was one of the first times siblings in the series were portrayed as close and caring... I loved the action scenes and drama, the Great Journey and how all the clans had to work together just to survive... and I have a lot of nostalgia for the first two arcs.

The Prophecies Begin: I liked it but going back and reading it was kinda annoying. There are things you notice about this arc that really aren't as appealing later on. I also feel that the final battle was lacking severely.
The New Prophecy: Probably my favorite arc next to AVoS to be honest. I liked the whole traveling scenario, and the friendships formed along the way. I also liked how a lot of loyalties were put into question as well, a lot of changes and a fresh start.
Power of Three: I feel like all the shortcomings of this arc bled into the next one, but I still think it was a very good arc. Especially when it had one of the most dramatic scenes in warrior cat history.
Omen of the Stars: I actually enjoyed this arc, but I do feel like the final battle should have been more costly. Still there was a lot of drama to read about.
Dawn of the Clans: Was interesting at first, but was full of so many inconsistencies I found it hard to enjoy. The only good thing that came out of it was Gray Wing.
A Vision of Shadows: Started out strong, but really went downhill quick. I feel like this arc lost most of its momentum after Darktail's death tbh.
The Broken Code: So far it's very exciting and I'm looking forward to the rest of it, but I hope it doesn't go downhill like the second half of AVoS.

The first arc and DoC were two of the most well-put together, I think. Of course the first series, because that was the series that drew me in. I found that after that I really just saw the quality fade a lot. With Dawn of the Clans, I liked it because there were original characters that tied into the story and showed new things. Personally, I think that the Erins are just better at writing a series rather than an entire set of them.

TPB. It's got good PoV growth, a consistent plotline, good characters, is nostalgic to read every time, and an awesome finish. It's never fallen from the top favorite spot so far.

Which was my favorite, or which was the best? Two very different questions. Since the actual poll question was which was my favorite, I voted Power of Three, though if you asked me which was objectively the best, I'd say The Prophecies Begin.
TPB was well written and has the least amount of fluff. Into the Wild is a concise, self-contained storyline that leaves nothing to be desired, and I still reread it at least once a year. Later books in the series have a little bit of fluff, but in general, if it's not relevant, it's not said (unlike the later series like OotS, which perhaps has the most fluff).
However, Po3 has always been my favorite because of the characters and conflict. I don't need mass-extinction events in every story I read, so it's really nice to have a calming break from that, while still having interesting personal drama. Every other series has a giant thing that threatens to destroy the Clans (Battle of BloodClan, the Great Journey, the Dark Forest, Darktail, and it looks like the next one's going to be ghosts), while the worst thing that happened in Po3 was that a medicine cat had kits, and the secret got out. It's just completely normal Clan life from the point of view of 3 teenagers finding their identity. It really spoke to me as a kid, and continues to speak to me now, moreso than any other series. My favorite book is Dark River, which I carried around with me everywhere I went and read it perhaps 30 times or more. Lost Stars just came out and for about a week after reading it, I thought it was my favorite. It still might be, but I'm going to have to wait and see the rest of the series first. Jaypaw has the best relationship development in Dark River, with both Leafpool and his siblings, and his ancestors. Hollypaw starts developing her reliance on the warrior code. Lionpaw learns how to be his own person and not rely on others.
This is also the only series where all the protagonists are distinct from each other. Even if you don't like one or two or all three of them, at least they're all completely different in terms of personality. Firestar dominated arc one, Brambleclaw and Squirrelflight were fairly similar in 2, Lionblaze and Ivypool in 4, (I haven't read 5), and in 6, all of the characters completely blended together. I literally can't remember which scenes took place with which characters. This is also the only thing keeping Lost Stars from being my favorite; all three of our new protagonists just seem too similar.
Tl;dr I like the characters and development in Po3, and it's an arc that sets itself apart in many ways.
