It is something I don't understand. It feels like nowadays they use that word as an insult without knowing what the word actually means. Does it annoy anyone else when people call Dovewing or her kits a sue without using the word properly?

It's because they don't like her. Of all the times I see her called a sue, it's from people that don't even like her. She's always called that for not even for actual legit reasons and it annoys the hell out of me.
Her having supersonic powers doesn't make her a sue, as when she loses them she's struggling without them for a while given they're her normal. Jayfeather and Lionblaze were noticing their loss of powers and were still able to do their duties as usual because theirs aren't something always there, Dove's power was entirely sensory and was always there from birth and always active, and weren't something to "discover" like the other two. So when she loses them she's lost without her powers for a time and has to actually learn to cope. Her sulking for a time after losing them isn't annoying either, it's a REALISTIC thing for her to feel/do in fact, because it's been noted that she feels pretty much blind/deaf without them. Her having a forbidden relationship doesn't make her a sue because she breaks the rules having one. Her "being whiny", which people always use to clarify that she's a sue, automatically makes her NOT a sue by default because that's a flaw in of itself. And ofc other reasons.
I've ranted about how she's not a sue in the past so it annoys me when I still see people call her that despite there being more than enough to prove otherwise. Dovewing isn't some perfect flawless character and she isn't even written like one to begin with. She's VERY flawed and thus not even close to a Mary Sue.

She's not a sue, but she has traits similar to those stereotypically in Mary Sues (traits that don't actually make you a Sue, but just tend to appear with Sues), so people who don't understand what a Sue is immediately think "Sue" Like a lot of Mary Sues are born with special powers, complain about their powers/being "too special", are involved in love triangles, and have siblings/others who are jealous of them for being so special and beloved. Devoting is not a Sue because she is a flawed character whose flaws are both intended by the author and acknowledged in terms of her being called out for them and suffering for them, and those "sue-stereotypical" traits don't change that, of course. It doesn't help that there's a lot wrong with how she is written as a character, so people confuse her being badly written and having traits that are stereotypically associated with Mary Sues as her being a Mary Sue.

I really dislike Dovewing, but she’s not a sue. She’s too selfish and flawed to be a sue :/

Because Sue became a buzzword that people use when they don't like a character.
If anything the closest thing that we have as a Sue in warriors would be Star Flower, but being a main villains daughter and helping that father in his plans would be a heavy flaw for being classified as a Sue.

She's obsessed and selfish as well. Spottedleaf isn't a sue. The narrative doesn’t seem to recognize that, though.

She's not a sue, she just kind of tries to be one and people sort of tend to pick up on that vibe. I feel like she tries hard, and then fails badly.
