Er, it depends. Didn't the creators of anime itself say that anime is not based on the origin, but on the art style? Or am I getting my sources wrong?

What people consider anime differs, some think it's an art style, a lot of people believe that Anime is just a animation television series made in Japan
I think we have to ask ourselves an important question:
if Avatar was made in Japan - nothing changed - would it be considered an Anime?

If we're talking about genres, I think ATLA would found as one. But it seems to be an odd mix between cartoon and anime? Personally, I would say no.

anime: a style of animation that was created in Japan and that uses colorful images, strong characters, and stories that have a lot of action anime: a style of animation originating in Japan that is characterized by stark colorful graphics depicting vibrant characters in action-filled plots often with fantastic or futuristic themes
so here are the definitions from merriam-webster which means really nothing but i feel that it's the most common way people think about anime. if we're going strictly on the way that people use the word anime and what it means to English speakers specifically, then no atla isn't an anime because it wasn't produced in japan.
there is still lots of controversy about RWBY being considered an anime and being found in anime categories on many sites.
but even moving off of the definition i still don't see atla as an anime. just because the people are drawn in a more realistic style and not a more western style, doesn't make it an anime. i just personally don't see it fitting in with other anime ive watched in many genres. it doesn't really look the part.

No. The art style looks similar to anime, but I only consider shows created in Japan to be anime.

No. To me anime has to originate from Japan. But I mean everyone has their idea of what anime can or cannot be. Also the style isn't entirely anime, it's got a bit of American styled animation in there too. Don't get me wrong, Avatar is a great show, but I don't think I'd personally catagorieze it as an anime.

idk i mean i grew up watching it on nickelodeon so i always considered it to be a cartoon but i could see how some people might consider it to be an anime?? i don't really think it matters which country it originated from
