It's a well known fact that many cats in Warriors really got away with doing bad things. To that end, there is the formation of the Ex-War Criminal Club and the medals which denote the ranking of each member
“Getting Away With It, First Class" To achieve such a ranking requires murder with no justifiability, no remorse, and no repercussions directed at the cat in question: Blackstar(founding member), Ashfur(received posthumously).
"Getting Away With It, Second Class" To achieve such a ranking is mostly the same as above, with the exception that being called rude names counts as a repercussion and the murder was not successful: Breezepelt, Clear Sky, Mudclaw(posthumous, this position is hotly debated and many consider kicking him out of the club all together)
Getting Away With It, Third Class" Reserved for those who through a position of power led to suffering and pain even if not directly participating in or being the cause of murder, essentially heavy collaborators to unnecessary and cruel suffering. Some may have also killed directly, but these kills were too just to qualify for Second Class and above: Onestar, Leopardstar, Russetfur, Raggedstar, Cedarstar, Needletail (posthumous)
"Getting Away With It, Fourth Class" Those whom supported and cheered for suffering from the sidelines and enabled others to do the damage they did: All of Shadowclan as part of Tigerclan, portions of Riverclan as part of Tigerclan, Windclan in Eclipse
"Blood on Your Claws" For cats whom have killed in this club: Blackstar, Ashfur, Clear Sky, Raggedstar
If there are any suggestions for extra members to the club, medals given or stripped away, or new medal categories entirely, please say them.

Hollyleaf technically could fit. She got away with it and got away with threatening Leafpool. Not scott free, but her crime was covered up

Surprised Clear Sky's on this list.
Compared to characters such as Breezepelt or Onestar, of course, there's a significant difference in the way that the character (and those around them) handled their actions, as well as the extent of the redemption. But compared to Blackstar, his actions and the way that he remained in power as a leader are similar.

Oh, yeah, I was gonna say, Clear Sky did alot of things too that would qualify him for the list, yeah? Also, Needletail technically got away with it. She’s not blamed for her blatant actions and is even defended as a good cat when she is anything but, and her “redemption” was worse than Breezepelt’s.

Compared to characters such as Breezepelt or Onestar, of course, there's a significant difference in the way that the character (and those around them) handled their actions, as well as the extent of the redemption. But compared to Blackstar, his actions and the way that he remained in power as a leader are similar. It's because I haven't read Dawn of the Clans. But make a suggestion for his medal class and he'll be added right in! Hollyleaf really depends on whether her flight into the tunnels was partially motivated by her own guilt. If it was, then she probably deserves her own medal class. Otherwise, she's Second Class. Posthumous Third Class due to her rallying up Shadowclan around herself!

Justifiability there was none, but remorse there was, and repercussions is... debatable, as there were some, but not of the directly punitive type. Second class doesn't exactly fit either, since "called rude names" isn't the full extent of what happened afterwards, and his murder(s) were successful. So he's somewhere between classes one and two.
