I think it was confirmed that she loved him, and she felt what he planned to do made sense.

Because she's an idiot. Sorry. But I never once like Leopardstar. Not as a warrior, and especially not as a leader.

Honestly, Leopardstar is perhaps the one cat that the series doesn't portray as an outright villain that I cannot forgive at all for her actions.

To be fair, Tigerstar was doing what he believes what was good for the clans, I don't think she's evil, but just foolish, because her heart chose over her brain for a while. On top of that, she was afraid as well, just as much as the other cats, Firestar was afraid too, but he still fought for his cats, that's the difference. Leopardstar is also a young leader at this point, she hasn't been a leader long when Tigerstar takes over ShadowClan. Tigerstar is a manipulator, it's his thing, where do ya think Hawk gets it from, lol. Nightstar was foolish enough to allow him into ShadowClan, Bluestar was foolish enough to believe he had good in him, etc. Leopardstar isn't the only cat that's fallen for Tigerstar's doing. Also, Leopardstar has more than made up for her mistake since and even made Mistystar deputy in honor of Stonefur, her brother. She constantly tried to repent for what she did, even if she wasn't all rainbow and sunshines about it. I think when it comes to leaders, she isn't the best, but definitely isn't the worst. And definitely not as boring as her successor.

Leopardstar's POV: How dare you judge me? Have you been leader of a Clan? Have you had the fate of so many cats in your paws? Have you faced fire, flood, poison, starvation, predators, and Twolegs, all within a few short seasons? Kits and elders were dying under my watch. And I was supposed to sit back and let it all happen?
I am a great leader. I make tough decisions and stick to them. I dis- cipline bad behavior with fair, strict punishment. My warriors respect
me and would follow me to the end of the river if I told them to. And I recognize strength when I see it. Tell me this—why is it all right for Crookedstar to accept help from those bleeding-heart ThunderClan warriors, but wrong for RiverClan to ally itself with Tigerstar? He has a plan for the forest—a vision for all the Clans! If you met him, you’d understand. He knows how we have suffered and how to save us. WindClan and ThunderClan will join us soon, I am sure. As one Clan, we will rule the forest. No cat will go hungry. There will always be prey somewhere—in the river, in the woods, or on the moors—and all cats will benefit. Why waste our energy fighting one another when our common enemies are dogs, badgers, and Twolegs? With the combined strength of all our warriors, perhaps we could fight back against the Twoleg
monsters! Think of what we could accomplish! Think of how power- ful we would be! Tigerstar believes in TigerClan so strongly. I can see the future spreading out before us as he talks. If I join him now, he and I will be joint leaders. Tallstar and Firestar will have to follow us. I know that Tigerstar is in charge
now, but this was his idea. Once every- thing is settled, he will listen to me.
And if TigerClan is inevitable, as I
believe it is, I would rather be the sec- ond-strongest cat in the whole forest
than cast out of the Clan to wander alone. Tigerstar has been there. He knows what it is to be weak and alone. He told me about it, and I never want to be that cat.
The only thing that makes me nervous is the way he keeps talk- ing about half-Clan cats. I had no idea that Stonefur was half
ThunderClan when I made him my deputy. Neither did he, in fact. But now we know he is, he and his sister, Mistyfoot. And half-Clan cats cannot be trusted, Tigerstar says. He has a point—remember what happened with Graystripe? I always suspected he was spying on us, waiting for a chance to tell
ThunderClan our secrets. He betrayed us in the end. Divided loyal- ties are not what TigerClan needs if we want to survive all the trou- bles facing us.
I don’t know what Tigerstar plans to do with our half-Clan cats, but I know something must be done. For now, I’ve allowed him to leave a few ShadowClan warriors in our camp to protect us. They’re not like RiverClan cats. They’re building a hill of prey bones down by the riverbank. It gives me nightmares. . . . -Secrets of the Clans

Ahh see, here she clearly believes that Half-Clan cats shouldn't be a thing, and from a riverclan pov that's double the point, cause you have both Stonefur and Mistyfoot, along with Feather and Storm as well. This is also back when half/clan cats are pretty much downright taboo (not as tolerant as today) however I don't think she expected Tigerstar to outright have those cats killed. I remember she did mention that she regretted it at some point? And like the cats in ShadowClan following Tigerstar, she also believed he was a strong cat to lead their clans, even if it was foolish, it makes sense. On the other hand, I personally believe Tiger would have done away with her had she stepped out of line, just like that. He's the type of cat to do so tbh.

I can understand why people hate Leopardstar for letting Tigerstar execute Stonefur without doing anything. However I feel like people treat her too harshly, for simply joining Tigerstar in the first place. She had no way of knowing that Tigerstar had been exiled from Thunderclan for treason and murder. For all she knew, Tigerstar had simply left on his own becuase he didn't agree with their treatment of the kittypet, Fireheart. She also literally just become leader and was unsure of herself, then comes this more experienced/confident leader, offering to help both her and her Clan.
Tigerstar managed to trick basically everyone, all of Thunderclan and Shadowclan. Including another leader, in the form of Bluestar, who a lot older and 'wiser'. If Tigerstar could trick her, you shouldn't expect Leopardstar to somehow to see through Tigerstar's trickery.
There's also the whole thing about Thunderclan and Windclan becoming close allies. Seemly they could join each other any day, so Leopardstar may of wanted to do it first with Shadowclan before they did. If they didn't, and Thunderclan and Windclan did join, Riverclan wouldn't of stood a chance.

What these cats forget is that they all are half clan cats. There forefathers/mothers were from the Tribe, loners, rouges, and kitty pets. There really is not at true clan cat. Leopardstar was misled by Tigerstar on so many things but she did try to make up for the things she did. She was a good leader after she found out what Tigerstar really was.

If they've gotten to the point where they've forgotten about SkyClan, I'm sure they can't even remember way way back to when the clans first formed.
