He could.
But there's really no reason to become evil if you're a rogue, unless he wanted to take over the clans. So I think he wouldn't become evil.

Probably not since his father wouldn't have been able to reach him. And without Tigerstar's presence and Hawkfrost's subsequent desire to impress and emulate him, here would be no reason for him to turn evil.
Unless for some reason Sasha raised him to be another Darktail but I don't think that likely.
