Sorry if this has been answered, but I was wondering why I can't make a new thread in the "Off Topic Discussions" section? I thought it might be because I haven't made 100 posts yet, but I just wanted to clarify with someone. Thank you!

Yes, you must have 100 posts to be able to create a thread in Off Topic Discussions.
However, you can reply to threads just not create them until you have enough posts.
