Tigerstar made the clan strong and powerful again, sure he did kill half clan cats but he also let Feather and Storm survive after Stone died to protect them. He could had still killed them, but he let them live while for Brokenstar he killed kits, and his own father to get what he wanted and he destroyed Shadowclan from the inside, only time he was nice was by letting Yellowfang go, but he’s still more worst than Tigerstar.

Brokenstar was more morally bankrupt, but Tigerstar was more of a threat. If Scourge didn't show up, I believe Tigerstar would have won. Tigerstar actually helped ShadowClan in many ways so I believe he had a lot more support in the clan tan Brokenstar. Actually Brokenstar's plan is silly because there's no way kits can defeat anyone so they'll just all die. He's only hurting ShadowClan and if he'd lasted longer ShadowClan's numbers would have decreased a lot because of the high kit death rate
