Yes. They need some good development. Based on how much the time gap is from The Raging Storm to "The Broken Code #1", I would probably be fine with some of these pairs being mates by book 1. Besides a couple pairs I don't like.

I don't think its the whole moving too fast, but they aren't giving these characters any characterization. Larksong seems cool but we don't even know him even though he's a ThunderClan warrior. Finleap is a fun character but I agree, the attraction started too early in the apprentice stage. Don't even know who Tree is, still... and Velvet came out of nowhere like Jessy 2.0 (though much more likeable) because all I can think of is why? As far as Ivypool, I still don't really know who Fernsong is. Another example of them not branching on characters in the same clan.
