I'm not in the mood atm to really list everything as I haven't gotten everything in detail. Buuut in canon, it changes and is very inconsistent. In the first arc it was stated they can't change cats lives and that they must choose their own paths and whatnot, but then you got 3rd arc and onward where they are actively interfering with other cats lives and forcing them to take certain roles because of the stupid "Destiny" excuse or some other mousedung. Heck even in MFV Starclan cats were actively influencing cats to do certain roles for the same excuse. And even then after that cats are actively relying on them nowadays as opposed to going their own ways and are like sitting ducks unless they get Starclan's word, too dependent on them for my liking, imo.
For Fanfics/RPs/Fanclans/Etc., I suggest do NOT do how Canon does Starclan, it's very inconsistent with how much control they have over the Warriors-Verse. Just make Starclan have as much or as little power as YOU think it should have. Whether it's actively in the living world or just visible through dreams and prophecies and is more mysterious.
Even with my own little fanclans I keep from having them interfere with the living and have them stay more mysterious and whatnot, they can only be actively interacted with through dreams and visions/prophecies, stuff like reincarnation if there is any is seen/treated more as coincidental than how it's like in the books, and while I do have them enter the living world in my world it's always in my eyes meant to be a very, very, VERY rare phenomenon. I don't have them influence cats' lives or constantly be depended on.
Basically don't do how canon does it because canon Starclan is very faulty when it comes to keeping their power consistent. Do it however much or as little you think they should.

they can visit the dreams of the living and give lots of wisdom they didnt have when alive they appear as spirits in the form of which they were most happy while alive (ex: yellowfang appearing as her old, raggedy self bc she was most happiest in thunderclan) they can apparently travel to the dark forest, but i dont think the dark forest cats can travel to starclan (for obvious reasons) they can appear in the real world to chosen cats/certain cats they have access to some kind of cosmic event which allow them to see the future in limited cases and report these to special living cats as prophecies (in simplier words: they can give prophecies) in cinderpelt's case, they can "possess" cats to vicariously live through someone else and then leave once happy

Lady of the Emblem Thanks! Brindlefern Actually, yeah... StarClan confuses me a lot. For example, right now, I'm reading Sunset, and I got to the bit where Spottedleaf appears to Mousekit and Hazelkit in the physical world, And I was all like "What!? They can do that!?". So, yeah... StarClan is kinda iffy, if you think about it.

posting here because i, too, need this although my Work In Progress Thing kind of plays on StarClanโs increased involvement as the books go on (the story is set in the distant future where no decision is made without StarClanโs consent and StarClan is valued more than the lives of other Clanmates; basically the Clans have become cults to an extent) so in my case starclan will work slightly differently

Hoo boy It really depends on the occasion or what is called for, as whatever is more convenient for the plot seems to be the reach of StarClan's powers. I don't know if it was confirmed that Mudclaw's death was actually StarClan or if the cats just believed that? Because if StarClan can do that, they are very powerful. Obviously, StarClan can send dreams to whomever they want; only medicine cats are really supposed to get dreams and visions -- that's their job -- but apparently POV characters get a pass too (Firestar, Twigbranch, etc.). As for the kinds of visions you can get, it seems that most of the time they're pretty simple (a feather or leaf in a strange place; maggots in fresh-kill) but I'm pretty sure Spottedleaf saw a comet in the prologue of Into the Wild so who knows what kind of visions they can send. As said above, their means of communication tend to be awkward and vague, but every now and then they come down to the living world in the form of shimmering spirit-cat things (like in The Great Battle or Spottedleaf to Firestar, often). They (apparently) can cover the moon with clouds if they're unhappy, but it happens so rarely and almost never when it's actually logical that I'm surprised the cats still believe in it. But I guess they have no reason to believe StarClan can't do that, so. The bigger question, I suppose, is whether StarClan is truly omniscient. Sometimes they appear to be god-like, coming down from the stars to end battles and such, but other times they're just as clueless as the cats -- something that perpetually irritates Jayfeather. They make strange, vague prophecies but often it seems like they're more messengers than prophets, relaying these prophecies and omens to the cats from some other (truly god-like?) source. Perhaps the same source Rock and Midnight come from? It doesn't really seem like StarClan create the prophecies, but who knows -- maybe there's some backwater, elite, manipulative StarClan that makes up random sayings to see how the puny cats down below react. And suddenly, StarClan, who for three arcs have been going on about how they can "only relay messages" and "try to help the cats along as best they can" are able to come down to the mortal world and kill/interact with living cats and even sacrifice themselves for others? Like, transfer their (non-existent) life into another, dying cat? This is all crazy and so, so inconsistent. Like Brindlefern said, you might as well make up your own StarClan with their own set of rules so at least your fanfic makes a little sense.

Their powers seem to vary depending on the book or arc, so it's pretty inconsistent. But some powers include: sending prophecies, visions, and omens Granting nine lives Interacting with the living Covering the moon with clouds Bringing cats back from the dead Bringing herbs and prey In the case of Smallstar, Wolfheart, and Runningstorm, kits can appear how they would've possibly looked like as adults. And in Cinderheart's case, they can also posses the living.

Are you talking about Firestar's death from The Last Hope? Because if you are, then Firestar actually DIDN'T die because of a tree. He lost his final life due to his wounds. The tree that had caught fire was the same one that killed Longtail and hurt Briarlight, so it had already fallen long before the Great Battle happened.

I agree that depending on the arc and or book and or editor/writer, or Deus ex machina that is needed to fit the square peg into the round plot hole, the skyโs the limit (except keeping Two Legs from building a road through the forest). Iโd stick with the StarClan of the original arc; vague and a little inconsistent in its messaging but with more of an air of mystery.

They constantly say they only guide the living cats with vague prophecies so those cats can still make their own decisions, yet still we have things like Squirrelflight being manipulated into taking Leafpool's kits, Jaypaw being badgered by Spottedleaf to become a medicine cat and so on and so forth.
The whole "fading when you're forgotten" thing also makes little sense because it's so incredibly inconsistant. And those are only two of the many things wrong with StarClan.
Honestly I'd suggest you either take what the entire series made of StarClan and improve it by ironing out those inconsistencies and offering a better explaination how they work or you just keep them this vague entity where most cats can't even be 100% sure they exist like it was originally established in the first series
