Okay, I'm sure most of us are irritated that Tawnypelt didn't become leader because Puddleshine decided to wait, but at the same time, I kind of see where he's coming from too considering that ShadowClan hasn't had the best track record with its leaders, and medicine cats have sometimes helped picked leaders in the past with the guidance of StarClan.
That being said however, this is still really annoying. Even Crowfeather of all cats has a position of power now. Well, at least she got to be deputy after Tigerheart left.

I hope she’s Tiger’s deputy, if anyone has ever deserved to be deputy it’s her. I loved seeing her in RoF, it felt like the tawnypelt we knew that was fiercely dedicated to ShadowClan. Even when all of these ShadowClan-born cats deserted their Clan or gave up on it, she never stopped fighting. And the build up with her questioning Leafstar’s authority even by accident made her seem like she would be the leader. I hate that she got shafted so we could have another Tigerstar when she was the sole cat that never stopped believing. Sigh.

The Erins built her up into an amazing, ideal leader...and yet, here we are. Tigerheart is somehow leader. I don't get what's the purpose of writing such a strong character, and then she gets pushed aside for a (in my opinion) horrible one. After all this, I'll genuinely be upset if she doesn't become deputy. I don't know if she'd last long, but if Mistystar is still kicking, then Tawnypelt can, too. Granted, she wouldn't get far, since Tigerheart is so young and will be leader for a very long while.
But concerning Puddleshine, all of this could've been fixed if they had just contacted StarClan directly at the Moonpool, so his reluctance was strange. I don't understand the reasoning for why not to. Nightstar had to, to be told that Brokenstar wasn't dead. I mean, what did they have to lose besides StarClan saying, "Figure it out on your own" or a variation of that?
