If you're just doing basic animation, most video edit software is fine. I started animating like 10 years ago with windows movie maker and it was super basic but it did the job. If you want to get into post processing, the adobe suite is really nice because you can combine premiere and after effects. Sony Vegas was popular among youtube animators for several years but I've never personally used it.
You could also use flash. Although animating in flash is annoying imo it works really well for putting everything together. I took an animation class back in high school and I honestly just drew everything in photoshop and imported it lmao

I use Sony vegas and Paint tool sai? Which probably isn't the greatest imo, Sony vegas just has pretty effects but I think you can get the layering system from Sony vegas on any other more 'advanced' movie editing software. Back in the day I used to use Windows Movie Maker and Paint though. They both did their roles fine.

I've used firealpaca and started with adobe flash but I've never really used any other adobe programs so it's slow going with learning that. It would probably be easier if you'd used photoshop before as they share most the same brushes and settings and stuff like that. I'm just hopping trials tho because I don't have 100$ a month for it. Honestly I'm thinking of finding an older (read: not CC) flash subscription because I'd be okay with paying a flat 100-200 for a program with a timeline ngl I find it so much easier than editing personally.
But like the others said, I've seen some awesome things done on paint + wmm and for a free option firealpaca's gif maker isn't horrible once you realize you can make frames into folders so you can have layers and don't have to single layer frames. The only bad thing is pacing (all frames are equal length) and that there isn't any function for tweening so that's all manual work if you like things smooth. It's absolutely amazing for flipbook/sketchy style animations/animatics and it can make really polished things if you take the time with it. tbh it would work well with your style.
