Yeah you can go back to the pure zones to get some extra loot.
The whispering is probably in french as that was the original language the game was released in.

Most likely a reference to the trinity in Christianity however I could be mistaken.

Zach is just good friends with the Judge. He also knows the Judge's real name. Plus it fits into his forth wall break personality.
Sugar and Zacherie are probably my favorite characters followed by the Judge and Hugo.
