I had a question, is it like 110% against the rules to make a second or third account etc etc, or is it just discouraged? I read the rules and I'm still unsure. I have no interest in making a second account, I was just wondering. Like if you knew that someone else had a second account, would that person get into trouble over it or is it just like "yo, you're clogging the systems, could you not please?" sort of deal?

They can't really stop you from making another account and I don't think they will stop you. It's just kind of like "please be courteous."
For example, over the years on the WCF, I've probably made a good 15 different accounts, maybe more. Fortunately that didn't cause any issues because the WCF was on a bigger server. Unfortunately, if everyone here did the same thing, it would eventually cause these forums to be fairly slow.
So while there's no "don't do it or else" rule, there is a "please don't out of respect for everyone else here" rule.

Also, for some (tho it may be different for others), people had multiple accounts mainly for different names bc we could only change them once. As on here, we can change them whenever we want, so I don't see the reason to have many accounts when you can have a new sn whenever you feel it ~
