To answer your questions, the money doesn't really have a purpose. Some artists take it for commissions, though the mods created it just for fun. You can earn money by posting and creating threads. Posting in a thread will earn you 5 dollars in forum money (1 dollar if your post is in forum games) and creating a thread will earn you 10 dollars (2 if your thread is in forum games). The hearts are for this forum's first anniversary. Whoever collects the most hearts by the end of the event gets a prize.
