i came back after like.... a year bc i was curious what the people i knew were up to and now it says i cannot post in off topic discussions at all? is there a reason for this or? did i do something wrong?

What Storm says is true, you need to up your post count if you want to make comments on OTD. Try the forum games section, it's an easy way to boost it.
