i dont think he runs out, I think firestar has given him permission to grow up to 12 plants ?? he doesn't need to go to jayfeather, he can grow it on his own property without having to worry about StarClan throwing him in the Dark Forest

its for medicinal purposes. since he's invincible, he sometimes has intense migraines and jayfeather has vouched for him and given him a doctors note.
