Do you think the series is plot-driven or character-driven?
Plot-driven: The main focus of the story is the plot Character-driven: The main focus of the story is the development of characters
I'm pretty certain that The New Prophecy, the original series, and Power of Three are all character-driven. I can't really explain The New Prophecy because I haven't read it in years. However, the original series is about Firestar and his development throughout the series. The plot definitely is just used as a catalyst for his and other character's development. The same thing with the Power of Three(with the concept surrounding this arc, it would be hard to make it plot-driven).
Omen of the Stars and A Vision of Shadows are plot-driven. They don't have very memorable characters in my opinion. The main thing that's supposed to keep you hooked in both of these arcs is the action and plot. Also, only one of their main characters actually goes through development. (Ivypool, Violetpaw(?)) (Jayfeather and Lionblaze are pretty static characters in OOTS. Twigpaw's and Alderheart's characters are doing nothing right now.)
Not sure about DOTC
Also, I am aware that not all books in an arc are going to be character-driven or plot-driven. This is just general.

For what plot it has, I'd say plot driven. The reason owns a character driven is that a lot of the characters don't have development, and even those that do usually have incomplete development. This also brings up the question if something with so many characters can even be character driven, because it's impossible to elaborate on and show complete development for every character…

The first arc seemed to focus more on the characters, but A vision of shadows and Omen of the Stars seemed much more plot driven.

As a whole, I would also say that the series is plot-driven, not that the writers are coming up with very decent plots.

Just the main characters do. There are tons of character-driven stories where only one or two characters develop.
