Might just be me having this problem, but is the hover text not working for anyone else? I got it to work like once when I moused over someone's avatar, but since then nothing's been happening whenever I try.

Due to how the hover text is implemented, using quotation marks will cause things to break a bit because it's interpreted as title="" which will display nothing on hover  I just changed the quotation marks in your hover text to Unicode characters (“ ”) for now Ahh, alright. Thank you so much!  |

Roswell beat me to it. smh.
Also sometimes people don't have hover text over their's. For example, if you hover over mine, it doesn't do it because I don't have it set to have text.
