Groups are how the admin places people set by administrative permissions. Moderators wouldn't have the same administrative powers as an Administration so they're a separate group.

By default, the only groups are:
        Global Moderators;; They aren't assigned a certain post, so they can moderate anywhere on the forum
        Moderators;; They are assigned a certain board, so they don't have the same permissions as Global Moderators
        Administrators;; God basically

So there may be more groups if Tomo added more

Not only do the administrative people have only the exclusive group, they can make other groups for other users to join. They will more than likely make a "Moderator" group for the new moderators coming in. They can also be customized even more but I don't know if I want to say what can be customized because then people would request a bunch of different stuff.
