okay... here are my opinions-
Computer or tablet- um... I draw on a laptop with an intuos tablet and a trackpad. Sometimes I use my iPad, but rarely.
What programs I use- On laptop I currently use Krita, which is free. Sometimes I crack open MS Paint. I heard sai is good but I can't afford it :/ On iPad I use this app called Medibang Paint
What got me started in digital art- so many people were doing it, and I liked how digital art looked. so i tried to make my own with questionable results.

Computer or tablet - Odd question. Art tablets are just pads that represent the screen. They need to be plugged into a computer to work. Tablets like the ipad are not meant for art and don't work very well for it (tho it is possible to do some great work on them)
Programs - I use Photoshop, and Illustrator. If you want a free program Krita is the way to go.
What got me started - On time I wondered if I could actually draw a picture in MSPaint. So I pit a bit of effort in. It was terrible, but it worked out a lot better than I thought it would. Plus at the time I was bad at drawing in general so. After that I started drawing pictures in MSPaint. Eventually I upgraded from Paint to Photoshop.

It's possible to make really good art out of anything, no matter what you have. Good programs just make creating 'good art' more efficiently. You can make good art on any program. Upgrade when you have the money/time to invest in it, or when you feel you've done as much as the program can offer.
