Well, I swear by Paint Tool Sai. It wasn't the easiest to use at first, but I watched a lot of speedpaints and also learned that tutorials are a really good idea, and it got a lot easier once I discovered I could google things
I've gone from Ms Paint to Sumo Paint, which is a free online program, to Pixlr, which is the same but it's really more for editing, until I bought Sai. Sai is definitely the best I've ever used, and the more I discover on it, the more invaluable it becomes. Plus, I find Sai much more user friendly then Photoshop, which always intimidated me quite a bit.
