You have to remember she started out as a Leashed Dog.
Bella is my favorite character out of the whole Survivors universe with her complex personality and flawed self. She annoyed me to no end when it came to her betrayal. I came to understand that she was doing it for her Pack. The Leashed Dogs needed land, a place to stay, and there was no place better than the Wild Pack's territory. She wasn't the brightest of dogs and thought she was doing it for the best until out of her stupidity, it ended up in the death of two dogs.
"I won't let them drive us away. We've survived this long, out in the wild without any longpaws to take care of us! I won't give up now. We can do this."
Yes, she betrayed Lucky, but she spoke up for him, and I'm not sure if it was fair or unfair for Lucky to not speak up for her when Alpha said he was going to kill her.
In The Broken Path, Bella and Lucky are on good terms and go on Lucky's mission to find Fiery out of loyalty for Lucky. She was his sister and was going to be there for him, I guess you could say that's her way for making up what she did to him.
In The Endless Lake, Bella once more goes on the deep side in this book when Alpha is thought to be dead. She and Sweet fight after Bella spats some scorn. This is when you realized that Bella did want to be the leader and had the confidence, while it was immature of her to give the scorn to Sweet the way she did, she did accept defeat without a hint of anger.
I also like how she was one of the few dogs to actually trust Storm in Dead of Night. This time Lucky was in the wrong while Bella believed in what was right. She's matured and her development was probably the most interesting out of the whole series besides Sweet's.
And now for Bella and Arrow's relationship and why it works. Bella relates to Arrow in many aspects with the Pack having mixed feelings about them. Bella also comforted Arrow in Storm of Dogs when he officially got to join Sweet's Pack. They make each other happy and that to them, is good enough.
"Honestly, Bella, I'm not that bothered. Maybe I should worry more, but who cares about them? I don't care what they think or what they say. Not when I'm this happy."
