This is an interesting question to me because most times I see people judging characters on how morally correct/nice they are to others.
Well, I disagree.
I personally think we should judge characters on how well developed they are. After all, it's a fictional character. If they were a real person, hell yeah we judge them on how morally correct/nice they are to others.
There is also people judging cats based on beauty. I find this incredibly stupid. Take Silverstream and Feathertail for example. I like both characters, but I have seen some people only like them because they were "beautiful", "pretty", and "had really nice names". Even I used to do this when I was younger; this was why I was obsessed with Willowpelt! But not anymore.
Role in books is understandable, and it is easier to judge characters that had more appearance in the books. For example, if you say "Finchflight" then there won't be much of an opinion formed. Why? Because they're a minor character! But I don't believe in judging a character purely because they were the original protagonist/antagonist etc.
I find judging a character based on Mary-Sue/Gary-Stu-ness is quite silly. News flash: A character can be talented at something without being a Mary-Sue/Gary-Stu! If they actually are a Mary-Sue/Gary-Stu, that's fine, but you need more reason to balance it out.

I mostly judge based on how the character makes me feel while reading. The more angry or annoyed I feel while reading, chances are I end up hating that character no matter if they're good or bad.
Like for example, Tigerstar and Needletail. Even though Tigerstar is evil, I don't hate him or feel any anger towards his actions. I feel like he made a good villain, even if he was kind of a basic bad guy. Needletail on the other hand... I hate her. She's not evil but she's not good either. My biggest problem with her is that she's so annoying to read about. She's written in the way of an annoying teen who thinks they know better than everyone else and causes trouble to be funny and that just really gets on my nerves, even if she is something new in terms of personality.

I kinda agree.
I'm starting to get sick. I used to like Willowpelt too, because she is kinda a nice mother, yes. And she is also very brave, for saving her son.
I like the more complex characters like Yellowfang. She has a complicated background, terrible, even, and has a good personality. She has flaws which makes readers hate her, but since I can somewhat relate to characters with terrible backgrounds, I think Yellowfang and represent me well.

I sometimes judge characters whether I find them likable or not but other times I judge them on how well developed they are, so a bit of both I guess you could say. The more complex they are, the more I'll probably like them, which is why I love Skystar and Hollyleaf and still like Needletail.

Sometimes I base whether I like or dislike characters on how they treat others, or if they grow (or not) as a character.

in terms of looking at the books, the development of the character arc
however, I think it's perfectly legitimate to base an opinion of a character on their actual actions
like, I think Tigerstar is a pretty good example of a character who you can hate for his actions or like for his characterization…or both

Judging characters in warriors based off of how nice they are is incredibly dumb, because these cats literally kill each other.

Personally, I look at things done in their life--presumably things that most people think that cat is "evil" for. Put yourself in their paws, imagine what they were thinking, what they were feeling, it adds up to who they are as a cat. I also read about them carefully and pay attention to see if there's any development in their character. How did this cat change from kit to warrior? Cloudtail from arrogant, full-of-himself apprentice to a wise, respected warrior? Ashfur's death spoiler. Hollyleaf killing Ashfur, for example. Before you go screaming about how evil she is, take a peek into her mind and go into her paws.
